ANNUAL GENERAL MEETING
Thank you to the City of Peterborough, the Evinrude Centre staff and the over 100 delegates who recently attended the O.R.F.A.'s Regional InformationSession and Annual General Meeting.
Topics included: Bill C-45; Ministry of Labour Inspections Update; Waste Generator Permits; Changes to the "Refrigeration B" ticket training program; Natural Resource Canada Partnership update; CSA's Guidelines For Spectator Safety In Indoor Arenas; Fall Restraint; Working Alone; Food Safety; Winter Playground Preparation; Air Bouncer Certificates legal requirements.; Confined Space Entry (refrigeration and chlorine rooms).

O.R.F.A. RESOURCE HIGHLIGHT
O.R.F.A. highlights two resources to help you tune up for the holidays. Facility patrons will be making the most of their leisure time throughout the holiday season.  Are you and your staff prepared?
Public Skating Guidelines - Get ready for the holiday family skates. This resource is also a good reference for Outdoor Rink Operations.
Municipal Alcohol Policy Manual - Review your existing MAP and make sure all staff and user groups are familiar with existing policies related to special events and services. Is staff adequately trained in alcohol service, is signage adequate, are holiday schedules posted? Make your list and check it twice!

New Deal for Cities and Communities
Federal, Provincial and Municipal Governments continue to finalize eligible criteria for funding under the New Deal For Cities. The Canada-Ontario Municipal Rural Infrastructure Fund has already been announced and includes recreation, culture and tourism as eligible components. Municipal Performance Measures - Will You Be Ready?
Ministry of Municipal Affairs & Housing Minister John Gerretsen wrote to all Heads of Council this week to announce the formal introduction of 8 municipal performance measures for parks and recreation services. Follow the link to the Minister's letter, Schedule and List of Measures. O.R.F.A. along with Parks & Recreation Ontario and Ontario Parks Association are preparing a series of "how-to-implement the measures" workshops for senior parks and recreation staff and finance personnel for late January and February in various locations across the province - details to follow.
CSA-Z262.7-04 Guidelines For Spectator Safety In Indoor Arenas
Clause 5.2.2. of the published CSA Guideline was corrected to read....when measured from the playing surface side, the minimum height of the board and glass system should be 2.4 m at the sides of the playing area and 3.05 m at the ends of the playing area.  If the height(s) on the spectator and non-participant side of the board and glass system is (are) less than 2.4 m or 3.05 m, additional protection, as detailed in clause 5.3, should be considered.

Remember - Valid Forms Of Age Identification
As all licensees know, or should know, there are various prescribed forms of age identification acceptable under the Liquor License Act (LLA). These include:
  • A driver's licence issued by the Province of Ontario with a photograph of the person to whom the licence is issued
  • A Canadian passport
  • A Canadian citizenship card with a photograph of the person to whom the card is issued
  • A Canadian armed forces identification card
  • A photo-identification card issued by the Liquor Control Board of Ontario

Is Ontario Health Card Acceptable As Valid Form of ID?
In connection with the non-prescribed Ontario Health Card the following conditions apply. By law, no one can be required to produce their Ontario Health Card, nor can their health number be collected. Licensees should not ask for the Ontario Health Card as identification, but if offered voluntarily you may accept it at your discretion. When documenting this challenge - do not record any information from the card. Licensees are advised to check and evaluate all presented identification, both prescribed and non-prescribed. If there is any doubt about its validity refuse the sale and document the Challenge and Refusal. (Alcohol Gaming Commissions of Ontario)
