OUTDOOR RINKS DRAFT MANUAL OPEN FOR COMMENT
The O.R.F.A. recently held its first Facilities Operational Forum [FOF] at the Campus Ice Centre in Oshawa. Creating and maintaining “Outdoor ice Rinks” was a popular session. A draft copy of O.R.F.A'S outdoor rink manual was distributed during this presentation. O.R.F.A members are encouraged to review the draft manual and send any comments to comments@orfa.com.
NOTE: “Guidelines for Creating and Maintaining Outdoor Ice” is a preliminary draft. It has not been formally released by the O.R.F.A. and should not be construed to represent Association recommended best practice. TECH TIPS
MAINTENANCE: Garbage: Pulling Bags- Repeated heavy lifting is more difficult when the contents of the bag have been pushed down to avoid extra trips to the dumpster. A strong suction is generated and extra force is needed to pull the bag out. Suction Effect- Garbage bags fit tightly against the walls of the container and create a suction effect. This makes it difficult to remove the bags by increasing the force required. In order to remove the bag, air must enter the space between the bag and container. To reduce the suction. Place a loosely fitting false bottom in the container (i.e., a light piece of foam, empty box placed upside down) Source: [Workers Compensation Board of BC. 2006]
REFRIGERATION : Proper lubrication is an important problem in refrigeration. Crankshafts, connection rods, pistons, main bearings, crankcase seals, and compressor valves must be lubricated. This requires oil in the crankcase of a reciprocating compressor and oil in the separator/reservoir of a screw compressor. [Source: Ontario Recreation Facilities Association. 2006]

Accident – An unplanned event that results in harm to people, damage to property or loss to process.
Accident Causation – The many factors that act together to cause accidents. They include: personal factors, job factors, and lack of management control factors.

Personal factors:
-inadequate capability
-lack of knowledge/skill
-improper motivation
-stress

Job factors:
-inadequate leadership or supervision
-inadequate engineering
-inadequate purchasing
-inadequate maintenance
-inadequate work standards/procedures
-inadequate hazard controls

Lack of management control factors:
-inadequate program
-inadequate program standards
-inadequate compliance with standards
-inadequate hazard controls

Accident Investigation – The process of systematically gathering and analyzing information about an accident. This is done for the purposes of identifying causes and making recommendations to prevent the accident from happening again.

Accident Prevention – The systematic application of recognized principles to reduce incidents, accidents, or the accident potential of a system or organization.
