Notice of Proposed Amendment To The O.R.F.A. Constitution
The following notice is circulated in advance of the upcoming O.R.F.A. annual general meeting. The proposed change will amend Article 8.1 - 3rd bullet, to read: "Two Vice Presidents (First Vice) and second Vice to be elected from within regional directors and 4th bullet, to read: "Seven Directors (6 Regional and 1 Corporate). All to be effective for the 2006 Executive term of office.
Regional Information Session & AGM
Will take place December 1, 2004 at the Evinrude Centre in Peterborough, Ontario. Session topics will include: Commercial Building Incentive Program (Arena Technical Guide), Natural Resources Canada as well as Today's Challenges Affecting Recreation Facilities.
NEW DATE FOR ANNUAL PROFESSIONAL DEVELOPMENT PROGRAM
Due to a one week extension in the student semester at the University of Guelph, the O.R.F.A.'s annual training program will now be conducted the week of May 1st. 2005.
2005 EXPO DATE SCHEDULED
Please note the 2005 tradeshow held in conjunction with the Annual Professional Development Program will be conducted Wednesday, May 4th, 2005.

HIGHLIGHT OF THE MONTH
O.R.F.A. HOSTS NATURAL RESOURCES CANADA'S "DESIGN CONCEPTS FOR ENERGY EFFICIENT REFRIGERATION SYSTEMS IN ICE RINKS" WORKSHOP.
Over 50 representatives including refrigeration specialists, engineers, consultants, vendors and designers of refrigeration ice rink systems, ministry and agency representatives attended this first pilot workshop that is anticipated to be delivered nationally.

Hurricane Hazel
October 15, 2004 marked the 50th Anniversary of Hurricane Hazel. Hazel changed the landscape of Ontario, and as a result of the storm, homes on low-lying lands were cleared and greenbelts were established in watershed areas, which became part of a broad system of Toronto and area parks. Conservation authorities throughout southern Ontario were either formed or given greater support to manage these parks in areas prone to flooding. The Ontario Heritage Foundation and The Humber Heritage Committee unveiled a provincial plaque to mark the 50th anniversary of Hurricane Hazel, one of the worst storms in Canada's history. This plaque reminds us that our heritage consists of much more than physical structures; Ontario's heritage also consists of people and events that have helped shape our identity. By telling Ontario's stories, we grow as a people and learn from our shared past. For a peek at the past and Hazel see this image from the Archives of Ontario. Mandatory Helmet Use in Winnipeg
The Community Services Department is strengthening the current safety regulations for city owned arenas. Effective November 1, 2004, it will be required that: at City-owned arenas, all participants under 18 years of age will be required to supply and utilize protective head gear (helmets), with the exception of participants in figure skating beyond the introductory and basic levels, within the arenas. Read the detailed report of these recommendations.
Respirator Selection Logic (RSL) from NIOSH
The purpose of the guide is to assist in selecting appropriate respirators for the protection of workers in specific workplaces. This RSL identifies the criteria necessary to determine the classes of respirators that will provide the minimum acceptable degree of protection for a chemical at a given concentration.

Ontario Regional Area Municipal Portal (OnRAMP) Project
The Ontario government is responding to the varying needs of municipalities by initiating the Ontario Regional Area Municipal Portal (OnRAMP) project, designed to enhance online, regionally tailored information and support services. OnRAMP will have five portals covering the five regional areas of Ontario covered by the Ministry's Municipal Services Offices. Find regional, time-sensitive information on land use planning, local governance, municipal finance, housing, emergency management, education and training, and advisory services 24 hours a day, 7 days a week.

  • ServiceOntario - The McGuinty government has taken a major step towards improving the public's access to government information and services with the launch of a new website.
  • You Spill You Pay Law - New Environmental penalties legislation would impose Environmental Penalties of up to $20,000 a day for individuals and $100,000 a day for corporations responsible for unlawful spills and emissions.
  • Employment Standards Poster - The McGuinty government is helping to create fair workplaces and save business money by making available a new poster that outlines worker and employer rights and obligations. The poster is available from the Ministry of Labour website.
  • CPRA - New deal for cities tops the agenda at Canada's National Parks & Recreation Conference.
  • Exhibition Place and Ontario Place - City of Toronto and Province of Ontario examine future of buildings.
  • Hockey Canada Week - A national celebration of the game of hockey, will take place November 7-14, 2004 at the national, provincial and local levels across Canada.
  • ACTIVE 2010 - A comprehensive new strategy to get more Ontarians physically active, will contribute to a better quality of life for Ontarians by helping them become more active and participate in sports.

New Stadium at York University
The Toronto Argos have found a new home. The stadium will play a significant role in the Canadian Soccer Association's (CSA) hosting of the 2007 FIFA World Youth Championship, which will be played in six Canadian cities. Why York University?
